[InterMine Dev] bioseg lower limit of range greater than upper

Hi Intikhab,

You create locations in five (rna_genes, transcripts, exons, genes, domains) 
different parts of your Perl script - maybe you missed one?  You could use a 
createLocation() method instead and so only have one place to test.

If you send your script to me I'll be happy to look at it.
